AORR Supported Draft Legislation On Wholesale Food Markets

On July 14, 2014, the Wholesale and Retail Markets Association (AORR) participated in hearings on draft legislation held by the Moscow City Parliament Comission on Economic Policy, Science and Industry to introduce definitions for the terms 'agri-food cluster' (AFC) and 'agri-food cluster managing organization' into the Food Security Law of the city of Moscow.

The draft was proposed by the Department of Trade and Services of Moscow and is expected to provide a legislative framework allowing for the development of the agri-food clusters (wholesale food markets) near the city of Moscow. The status of the managing organization of the agri-food cluster will be granted in strict compliance with the requirements to commercial entities seeking to set up an AFС. The AFС managing organizations are supposed to be economically encouraged to invest in the AFСs, particularly by means of certain tax allowances.

In the course of discussion the AORR External Relations representative favored the wording of the proposed amendments making it clear that the retail markets are as well likely to benefit from the agri-food clusters by gaining an easier access to the fresh food produced at local farms and conveniently stored at the AFСs.

On July 16, 2014, the amendments to the Food Security Law of the city of Moscow were finally ratified by the Parliament of Moscow. Earlier in 2013, the Department of Trade and Services of Moscow presented the project of the first AFС at the Golden Autumn Exhibition. According to officials reports, the first agri-food cluster in the territory of Moscow may appear by the end of 2015.
